Who's in charge
Statewide, the Florida Department of Environmental Protection (FDEP) has run the Onsite Sewage Treatment and Disposal Systems (OSTDS) program since July 1, 2021, under Section 381.0065, Florida Statutes and Chapter 62-6 of the Florida Administrative Code. When you need a permit
- New construction: every new system needs an OSTDS construction permit before work begins, built on a site evaluation that establishes soil profile and the seasonal high water table.
- Repairs and modifications: drain field work and significant component replacement generally require a repair permit; minor like-for-like fixes may not. Ask before work starts — retroactive permitting is the expensive path.

The private-inspection option
